Gotenks is the result of the fusion of Trunks and Goten (hence Gotenks). Although their powerlevel may have risen signifigantly, their attacks and common sense hasn't risen (Actually, it may have declined). But in anycase, a combo of their weird attacks and motives somehow gives them an upper-hand in battle which usually leads to victory. Gotenks is one of the only two (Son Gokou) to reach the Super Saiya-jin 3 level.
